On September 23, 2026, NASA announced that PRIMA, the PRobe far-Infrared Mission for Astrophysics, has advanced into Phase B development as the first mission of its new Probe Explorers class. The agency said on September 23, 2026 that the mission faces a confirmation review based on technical, programmatic, and cost performance before Phase C implementation. If confirmed, PRIMA's project cost is capped at $1.2 billion, not including launch and other non-project costs. The observatory is targeted to launch in 2033 for a planned five-year mission.
PRIMA will conduct deep, sensitive surveys of the universe in far-infrared light, a wavelength range roughly between 24 and 264 microns that helps bridge the gap between existing infrared observatories, such as NASA's James Webb Space Telescope, and radio telescopes. The mission aims to unveil the obscure across cosmic time to better understand the formation of planets, stars, black holes, and even how water on Earth came to be. With a 5.9-foot (1.8-metre) telescope, the observatory will study cold dust and gas associated with planet-forming environments, trace the growth of galaxies and their central black holes over cosmic history, and examine how dust and heavy elements accumulated throughout the universe.
The mission is the first in a new class of NASA astrophysics missions called Probe Explorers, which operates within the agency's longstanding Explorers Program. The National Academies of Sciences, Engineering, and Medicine's 2020 Decadal Survey recommended that NASA establish this new Probe Explorers mission class, calling for missions capable of addressing major astrophysical questions at a lower cost than NASA's flagship observatories. The Explorers Program is the oldest continuous NASA program, having launched more than 100 missions since the Explorer 1 launch in 1958.
NASA's Jet Propulsion Laboratory in Southern California will manage the PRIMA mission. Other partners include NASA's Goddard Space Flight Center in Greenbelt, Maryland and NASA's Marshall Space Flight Center in Huntsville, Alabama. The mission will also have contributions from international partners: CNES (Centre National D'Etudes Spatiales), ASI (Agenzia Spaziale Italiana), DLR (Deutsches Zentrum fuer Luft- und Raumfahrt), CSA (Canadian Space Agency), KASI (Korea Astronomy and Space Science Institute), JAXA (Japan Aerospace Exploration Agency), and the UK Space Agency. Nicky Fox, associate administrator of the Science Mission Directorate at NASA Headquarters in Washington, said in a statement that the PRIMA mission is humanity's next window into the deep universe, and that it will unveil the obscure across cosmic time to better understand the formation of planets, stars, black holes, and even how water on Earth came to be.
Key Facts
PRIMA is the first mission in the Probe Explorers class, a new category within NASA's Explorers Program. NASA selected PRIMA to move into Phase B, the stage of development that advances the preliminary design and technology development for the mission. India Today reported on September 24, 2026 that the mission moved into preliminary design weeks after NASA launched the Nancy Grace Roman Space Telescope. Space & Defense reported on September 23, 2026 that PRIMA is the first mission in the new Probe Explorer class.
The mission still requires a confirmation review assessing technical readiness, programmatic performance, and cost before moving into Phase C implementation. If confirmed, PRIMA's project cost will be capped at $1.2 billion, excluding launch and other non-project costs. NASA said on September 23, 2026 that the observatory will be targeted to launch in 2033, for a planned five-year mission.
PRIMA will carry a 5.9-foot (1.8-metre) telescope designed for deep surveys in far-infrared wavelengths. The far-infrared range, roughly 24 to 264 microns, is intended to complement existing infrared and radio observatories, including the James Webb Space Telescope. The mission aims to support research into topics including the formation of planets outside the solar system, the evolution of galaxies and black holes, and the build-up of dust and heavy elements across cosmic history.
NASA's Jet Propulsion Laboratory in Southern California will manage the mission. Other partners include NASA's Goddard Space Flight Center in Maryland and NASA's Marshall Space Flight Center in Alabama. International contributions are expected from CNES, ASI, DLR, CSA, KASI, JAXA, and the UK Space Agency.
The Explorers Program, established in 1958 with Explorer 1, is NASA's longest-running continuous program designed to provide frequent, low-cost access to space for principal investigator-led missions in astrophysics and heliophysics. The 2020 Decadal Survey recommended the new Probe Explorers class, and PRIMA is its first mission.
Analysis
What this really means is that NASA is deliberately filling a strategic gap in its astrophysics portfolio. The far-infrared spectrum between roughly 24 and 264 microns is difficult to observe from the ground. The James Webb Space Telescope, while powerful, operates primarily in near-infrared and mid-infrared wavelengths. Radio telescopes observe longer wavelengths. PRIMA is designed to bridge that divide, giving astronomers a dedicated observatory for the cold, dusty universe where planets form and where galaxies hide much of their star formation. NASA said on September 23, 2026 that PRIMA will conduct deep, sensitive surveys in far-infrared light, helping bridge the gap between existing infrared observatories such as JWST and radio telescopes.
The bigger picture here is that NASA is also testing a new acquisition model. Probe Explorers are intended to be lower-cost than flagship observatories, with a project cost cap of $1.2 billion, excluding launch and other non-project costs. That figure is a fraction of what flagship missions like JWST cost, and it reflects a deliberate strategy to deliver frequent, focused science missions rather than a single, massive observatory. The 2020 Decadal Survey recommended this new class, and PRIMA's selection as the first mission signals that NASA intends to make Probe Explorers a regular part of its astrophysics pipeline. India Today reported on September 24, 2026 that PRIMA was selected following recommendations from the US National Academies' 2020 Decadal Survey, which called for lower-cost Probe Explorer missions.
International collaboration is another key element. The mission includes contributions from seven international partners: CNES, ASI, DLR, CSA, KASI, JAXA, and the UK Space Agency. That breadth spreads cost and expertise across countries and ensures wide scientific access. Space & Defense reported on September 23, 2026 that international contributions are expected from these partners. The involvement of JPL, Goddard, and Marshall also means that NASA is leveraging its existing institutional expertise in managing complex space telescopes.
However, the mission is not yet fully approved. The confirmation review is a critical gate. If technical, programmatic, or cost performance falls short, NASA could delay or cancel the mission. The $1.2 billion cap excludes launch and other non-project costs, so the total cost to NASA and its partners could be higher.
Why It Matters
PRIMA matters because it addresses some of the most fundamental questions in astrophysics: how planets form, how galaxies and their central black holes grow, and how dust and heavy elements accumulate across cosmic time. By observing in far-infrared wavelengths, PRIMA will capture radiation from cold dust and gas that optical telescopes cannot see. This will help scientists trace the material from which planets emerge and understand the conditions in planet-forming environments outside our solar system. The mission also aims to understand how water on Earth came to be, a question that touches on the origins of life itself.
The mission also matters for NASA's broader strategy. The Explorers Program has a long history of delivering high-value science at relatively low cost, with more than 100 missions launched since 1958. PRIMA continues that tradition within the Probe Explorers class. Its success could pave the way for more missions of this type. For the international partners, PRIMA offers a chance to collaborate on a cutting-edge observatory and to share in the scientific returns.
Finally, PRIMA matters because it fills a wavelength gap that no other current or planned mission fully covers. The James Webb Space Telescope has revolutionized infrared astronomy, but it cannot do everything. Radio telescopes observe longer wavelengths and have different capabilities. PRIMA will provide a space-based far-infrared view that complements both, giving astronomers a more complete picture of the universe. As Nicky Fox said, the PRIMA mission is humanity's next window into the deep universe.
Next Up
The immediate next step for PRIMA is the confirmation review, which will assess technical readiness, programmatic performance, and cost. If the mission passes that review, it will move into Phase C, implementation, where the design is finalized and hardware is built. NASA said on September 23, 2026 that the mission is subject to this confirmation review to determine its readiness to begin implementation in Phase C. If confirmed, the project cost is capped at $1.2 billion, not including launch and other non-project costs.
Assuming confirmation, PRIMA will target a launch in 2033 for a planned five-year mission. The observatory will then begin deep surveys of the far-infrared universe, studying the formation of planets, stars, and black holes, and helping to bridge the gap between existing infrared and radio observatories. The mission's success will depend on technical progress and cost control, but its selection already marks a significant milestone for NASA's astrophysics program.
