The New Computerised Transit System (NCTS) Phase 5 is the message backbone of the EU customs transit procedure. Every state change on a movement is a message exchanged between the trader system, the office of departure, offices of transit and the office of destination.
Declaration and release
The trader submits a declaration to the office of departure. The system validates commodity data, consignor and consignee details and guarantee cover. On acceptance, a Movement Reference Number (MRN) is issued and a Transit Accompanying Document (TAD) is generated.

Transit and destination
At each designated office of transit, a border-crossing notification is expected. On arrival, the office of destination sends an arrival notification, followed by an unloading remarks message and finally a discharge message that releases the guarantee.
