In August 2025, Google quietly announced a major policy change called Android Developer Verification. Starting September 2026 (first in select countries like Brazil, Indonesia, Singapore, and Thailand, then rolling out globally), every developer whose app is installed on certified Android devices must register with Google.
This is not limited to apps distributed through the Google Play Store. It applies to all apps — including those sideloaded from websites, shared via APK files, distributed through F-Droid, or even internal company tools and hobby projects.
Google’s official reason is “improved security and accountability” — to stop repeat malware developers. However, the implementation goes far beyond that. It creates a central registry controlled entirely by Google, where every person or organization building Android software must identify themselves.
2. How the Verification Process Actually Works (Step-by-Step Details)
To get their apps installable on most Android phones, developers must complete the following:
- Create or use a Google Play Console developer account.
- Pay a registration fee (standard accounts are around $25, with possible additional costs).
- Agree to Google’s lengthy Terms and Conditions without negotiation.
- Submit government-issued identification (passport, driver’s license, or national ID).
- Provide proof of ownership of their app’s signing key (the private key used to sign APKs).
- List all current and all future application package names (com.example.myapp) they plan to use.
Once registered and verified, apps from that developer can install normally. If a developer does not register or fails verification, their apps will be silently blocked by Google Play Protect on certified devices worldwide.
This process turns what was once a simple “build and share APK” workflow into a permission-based system where Google acts as the gatekeeper for the entire Android ecosystem.
3. The “Advanced Flow” Escape Hatch – Google’s 9-Step Trap Door
Google claims power users and sideloading enthusiasts still have options through an “Advanced Flow.” Here is exactly what that flow looks like in practice:
- Go into System Settings and find Developer Options.
- Tap “Build number” seven times to enable Developer Mode.
- Dismiss multiple scary security warning screens about “coercion” and risks.
- Enter your device PIN or password.
- Restart the device.
- Wait a mandatory 24-hour cooling-off period.
- Come back after 24 hours and dismiss even more warning screens.
- Choose “Allow temporarily (7 days)” or “Allow indefinitely.”
- Confirm again that you understand the risks.
This entire flow runs through Google Play Services, not the core Android operating system. That means Google can modify, tighten, or completely remove the flow at any time via a server-side update — without needing a full OS update or user consent.
As of now, this advanced flow has not appeared in any public beta, preview, or canary build. It exists only in Google’s blog posts and mockups.
4. Who This Hurts the Most
This policy affects far more people than Google publicly acknowledges:
- Everyday users — After the update, you can only easily install software from developers who have registered with Google. Your phone, which you already paid for, becomes less yours.
- Independent and hobbyist developers — Students building their first app, volunteers creating privacy tools, or community groups sharing simple utilities will be blocked unless they hand over ID to Google.
- F-Droid and open-source ecosystem — F-Droid has called this an “existential threat.” Many F-Droid apps come from anonymous or pseudonymous contributors who cannot or will not submit government ID.
- Small regional developers in India and other countries — Sideloading is very common here for local language apps, modded tools, and cost-sensitive software. This change adds friction and privacy risks.
- Dissidents, journalists, and activists — In countries with authoritarian governments, submitting ID to a U.S. company that has a history of complying with takedown requests creates serious safety concerns.
- Custom ROM users and de-Googled devices — Even advanced users on GrapheneOS or /e/OS may face indirect pressure as the verification system spreads.
5. Connection to the Billing Changes and Epic Settlement
Remember the billing “choice” we discussed in Part 1? Google gave some flexibility on payments after losing to Epic, but made sure most developers still choose Google’s system.
Developer Verification completes the picture. It adds a hard technical control layer on top of the economic controls. Even if a developer tries to avoid Google’s billing or Play Store, their app may still be blocked at installation time unless they register and identify themselves.
Together, these moves create a controlled openness — Google appears to comply with court orders on paper while building infrastructure that centralizes power.

7. Why This Is Google’s Deadliest Plan for Android
Android became the world’s dominant mobile platform largely because it was different from iOS — more open, more flexible, and giving users real ownership after purchase.
Mandatory Developer Verification changes that promise. It replaces “anyone can build and share Android software” with “you must first register and identify yourself to Google.”
Security is used as the excuse, but Play Protect already scans for malware. Requiring government ID does not magically make code safer — it simply makes developers identifiable and controllable.
Once this system is in place, Google gains the technical ability to block or limit any app on billions of devices with a few server-side changes. That is unprecedented power for a single company over hardware that users own.
8. What You Can Do Right Now
- Install F-Droid on every Android device you own and use it regularly.
- If you are a developer: Do not register yet. Resist complicity. Talk to other developers.
